Multi Stakeholder Processes, Service Delivery and State Institutions - Experiences from the Democratic Republic of Congo

The Peace, Security and Development Network

This report is an outcome of the research conducted by the ‘MSPs, Service Delivery and State Institutions’
working group of the ‘Peace, Security and Development Network’ carried out with the objective to generate insight into:
• the cooperation between multiple state and non-state actors for the improvement and delivery of basic services (focused on utilities); and
• how these arrangements may contribute to the legitimacy and effectiveness of the state institutions involved in such cooperation processes.

This Country Report presents the comparative analysis of the two MSP case studies conducted for the research in the Democratic Republic of Congo (DRC). It consists of four sections (1, introduction; 2, country-specific context in relation to service delivery; 3, functioning of the MSPs studied; 4, the impact of MSPs on legitimacy).
