Logical Framework Approach and Outcome Mapping A Constructive Attempt of Synthesis

Focusing on results has become a cornerstone of the new architecture of international cooperation since the declaration of the Millennium Development Goals in 2000. In many international conferences and high-level meetings the importance of results-based management (RBM) or “Managing for Development Results” (MfDR) has been emphasised. A large number of methodological guidelines have been developed and many examples of good practice have been compiled.

The focus on results in international development cooperation gives a central place to the logic model of the Logical Framework Approach. However, the innovative methodology of Outcome Mapping presented as an alternative is generating growing interest among practitioners of international cooperation. This raises the question of whether we are dealing with two mutually exclusive methodological approaches or whether a synthesis might be achieved that would make it possible to combine the strengths of both approaches. This paper aims to contribute to the discussion of this point.
