Launch Open Calls

NWO-WOTRO Science for Global Development launched two Calls for Proposals within the research program Security & Rule of Law in Fragile and Conflict-Affected Settings. The Calls have been developed in close collaboration with the Knowledge Platform Security & Rule of Law. Up to 3.5 million euros is available for the best proposals.

Open Call for Evidence-Based Policy Advice and Tools

The Open call for evidence-based policy advice and tools aims to (develop tools that) provide insights in the underlying assumptions, feasibility and/or impact of policies on, or approaches for security and rule of law in fragile and conflict-affected settings (FCAS). The research should fill any knowledge gap perceived by practitioner organizations working in this field. However, consortia are encouraged to address knowledge demands related to current policy and thematic areas identified by the Knowledge Platform Security & Rule of Law (The Platform), which are explained in the Call for Proposals. Open Call for Evidence-Informed Ideas

The Open call for evidence-based policy advice and tools aims to (develop tools that) provide insights in the underlying assumptions, feasibility and/or impact of policies on, or approaches for security and rule of law in fragile and conflict-affected settings (FCAS). The research should fill any knowledge gap perceived by practitioner organizations working in this field. However, consortia are encouraged to address knowledge demands - recognized by practitioner organizations - related to current policy and thematic areas identified by the Knowledge Platform Security & Rule of Law, which are explained in the call for proposals. Go to Call for Proposals

Geographical focus

Targeted countries for both calls include: Afghanistan, Burundi, Yemen, Palestinian Territories, South Sudan, Sierra Leone, Liberia, East Timor, CAR, DRC, Egypt, Libya, Tunisia, Mali, Niger, Nigeria, Chad, Somalia, Cote d’Ivoire, Syria or affected countries bordering it.

 Who can apply?

For both calls it is important that the generated innovative insights and ideas are unlocked for and can be applied by practitioners involved in policy and practice of security and rule of law in FCAS.

  • Within the Open Call for evidence-based policy advice and tools it is compulsory to form a consortium consisting of at least one research organisation and one practitioner organization
  • For the Call for evidence-informed ideas researchers employed by any organization from across the globe and active in policy research on security and the rule of law can apply.

Budget and deadlines

The maximum budget for a single research project within the Open Call for evidence-based policy advice is € 100.000 for a project duration of six months, and € 25.000 for a maximum duration of three months for the Call for evidence-informed ideas.

Although project applications can be submitted continuously, two assessments rounds will be organised for both Calls before the final assessment round. The deadline for applying is

  • 17 April 2015, 14:00 hrs CET,
  • 17 July 2015, 14:00 hrs CET, and
  • 6 November 14:00 hrs 2015 CET.
