Building integrity and countering corruption in defence & security

Transparency International (TI)

This Handbook aims to show busy decision-makers how significant progress can be made in tackling corruption in defence and security. It is increasingly recognised that corruption is central to the challenges in peace support and statebuilding. Too often it is viewed as a side issue, rather than as a central dynamic of a conflict.

This Handbook presents 20 reform measures based on recent experiences, both of Transparency International (TI) and of governments engaged in developing new approaches.
